I thought the public was all the citizens of the country. When we say public transportation we mean any one who can afford the fare. but when we say for the public’s benefit we mean something completely different. We mean the US citizens. We have public debate that is meant for the US citizens, per the Constitution. Yet this debate is up for world consumption. So on one hand we want the DailyKos netroots people to get our anti-Bush message, on the other hand we don’t want that message to be perceived as anti-American. What is happening now is politicians sending one message to American citizens and the rest of the world receiving another message.

This is not due to a problem with the message itself. It is due to the people elsewhere receiving it. When we say George Bush is fighting an illegal war, the rest of the world hears ‘America is fighting an illegal war’. When we say we are about to cutoff funding to George Bush, the rest of the world hears ‘America is about to quit, Insurgents and terrorist have won’.

The Constitution was written in a time when debate in congress could be agreed to and acted upon before spies could get the intelligence back to the enemy in a time when the enemy was another sovereign country. Public debate relied upon showing up at the House or the Senate. Now we broadcast this to the world. There is no delay. The president asks for authority to act, it is broadcast instantly, and the time to act passes because of the amount of warning.
